PC - Pop Goes the Weasel is lasting 5 seconds

Step 1: Boot the game
Step 2: Play as killer (don't know if specifically Bubba) in a public match, with Pop Goes the Weasel tier 2 equiped
Step 3: In-game, hook a survivor
Step 4: Notice that Pop Goes the Weasel dies almost instantly after, as per the following video:
Note: I don't know if it is just on Bubba, and just Pop tier 2.
