No struggle on second hook

ran Mikaela with Circle of Healing, Premonition, Kindred, and Urban Evasion
I noticed tonight that when I get put on my second hook and in the struggle phase, it won’t let me press L1 to save myself. The game acts like I never pressed it which leads me to die on hook. At first I thought it was my controller but I was able to use L1 for everything else in the game.
