(PC) Smash Hit doesn't trigger on Cloaked Wraith Pallet Stun

Description of the issue - When running the following build: Streetwise, Smash Hit, Built To Last, Vigil and Pallet
Stunning a Wraith who is cloaked, Smash Hit does not trigger. I am granted 1000 score for the Pallet Stun, yet Smash Hit doesn't activate. I pallet stunned the Wraith twice while cloaked, and neither counted towards Smash Hit activation. However, I pallet stunned him while he was uncloaked and the perk activated.
Steps to reproduce - Pallet stun a Wraith who is Cloaked.
How often does this occur - 2/2 times against this Wraith while they were cloaked.
