A couple changes to the Doctor
I know this post will be unpopular, but I want to share it anyway. I love playing as the Doctor, but playing against him can be very frustrating for various reason, so I want to suggest a couple of changes to imo would make him feel better to play against. I will add also some buffs to compensate and make him more rewarding for skilled players.
Shock Therapy:
- Increase the cooldown. Its current cooldown of 1.5s makes this attack extremely spammable, so that that survivors can't literally do anything around loops even against bad Doctors with awful timing. Imo abilities should never be spammable. I think 4-6 seconds could be a good compromise.
- Reduce the detonation delay. I think 0.6-0.7s instead of 1s would help make the ability more reliable and decisive in preventing actions such as vaulting.
Static Blast:
- Add a global sound cue for when it is ready. Currently it's completely a guessing game for the survivors unless they have a timer to keep track of the cooldown. This would help survivors countering it.
- Reduce the charge time. Knowing when the ability is ready gives already enough time to react, so there's no need for a lenghty animation. Instead of 2s it could be around 1.5s.
- Slightly reduce the cooldown for every survivor hit by the Static Blast. Nothing too crazy, something like 2-3s, but enough to reward using the Static Blast with some strategy instead of just hoping for the best.

I agree with increasing the cooldown on Shock Therapy, but 4-6 seconds seems extreme.
1.5s is currently quick enough that you can literally prevent the survivor from doing anything. Unhooks, Exit Gates, etc. You can stand there spamming it and you could literally hold the game hostage this way.
But it is only just quick enough. If it was increased to 2s, that 0.5s gap would be enough to perform actions and get that unhook or open that exit.
Reducing the detonation delay eats into this gap, so maybe reduce detonation by 0.2s, and increase cooldown by 0.7s.
I don't think Static Blast needs any changes or notification. You'll just get survivors hiding in lockers as soon as its available, forcing you to use it immediately on cooldown.
Maybe it could do with increasing the charge time slightly though. 2s isn't much time to react, at 3s you might have just enough time to sprint out of the terror radius if you're not too far into it.
