Bubba's Chainsaw not replenishing charges

Step 1 : Boot the game
Step 2 : Play as Bubba in a public match
Step 3 : In-game, use chainsaw
Step 4 : Notice Bubba's chainsaw doesn't replenish charges fully after tantrum and can't be used anymore
ADDITIONAL INFORMATION
Addons used: Homemade Muffler, Knife Scratches
Frequency of this issue, once. Cause unknown.
