Hidden Spectator and S.O.S. button.
I have an Idea about how to make cheating more discouraged.
1) Hidden spectator - game already have spectator mode for survivors when they no longer play. How about to extend that functional, by connecting BHVR hired stuff or approved volunteers that will observe and record what players are doing and make a report or take any action based on what they see.
There's a lot of trials going on, so it's impossible to observe everything. For Hidden Spectator to appear there must be some conditions:
* long win / lose streak
* S.O.S. button pressed
* Player starting a trial have lot of reports from other players.
2) S.O.S. button - there can be situations when game goes wrong. If for N minutes no survivors are hooked and no generators repaired, that can mean game is held hostage.
At this point special button can appear on the menu, that will summon Hidden Spectator into the game if available. Also, pressing S.O.S button will begin N minutes timer after with game ends.
Higher priority should be issued if game goes on after the End Game Collapse. Like making S.O.S. button instantly available when End Game Collapse timer ended.

Sure, that's why I mentioned approved volunteers. Giving community instruments to effectively detect, record and report cheating can improve player loyalty and make game more popular. Once system is up and running - it will discourage cheating.
While S.O.S. button can deal with some unwanted situations automatically.

I know some games, such as the Hypixel server on Minecraft, have an Atlas system, where people can look at reported gameplay, and determine wether or not they think the suspect was cheating.

League used to do it too, not for cheating but for toxicity.
