Three distinct suggestions for a Lithe rework to not make it feel like a scam

Options

Occasionally, on certain maps, some vaults are placed higher up, which cause the player to fall a tad bit and stagger before he or she can continue moving again. This of course can be detrimental to Survivors that use Lithe, as by the time you touch the ground from the high vault and end the staggering animation, 80% of your Haste effect has already gone.

Some suggestions that may solve this issue, while also making sure Lithe does not become overpowered:

1) The speed boost it offers can be lowered, while the time it remains active is increased. Lithe may last 5 seconds, but only offer 125% increase in speed. This way, the two seconds spent falling from a high vault won't be as sorrowful, as you will still have three seconds of 125% speed remaining.

2) Lithe may only activate once the Survivor touches the ground from the vault they did. To make this more fair, the speed received from Lithe can be reduced from 150% to 140%. The time it lasts will still remain 3 seconds. This won't make Balanced Landing useless, as Balanced Landing can be freely used anywhere, while this can only be activated once a player fast or medium vaults a window, plus the stagger duration won't be shortened like it is with Balanced Landing.

3) The third suggestion is the most complex and hard to make happen, thus why I placed it last. The third suggestion is to have the game, the server, detect whether the player performed a vault that is close to the ground, or one that was far from the ground. If it is a regular vault that does not cause the player to fall at all, then Lithe may activate as normal. If, however, the game detects that the vault is made from a higher spot which will cause a stagger, then Lithe may only be activated once the Survivor touches the ground, and only offer them 2 seconds of 150% speed. The stagger duration won't be reduced, as to not make Balanced Landing a redundant perk.
