Deadlock Fails to Block the Correct Generator

Deadlock is intended to block the generator with the most progress after a generator is completed, but in a match I just played on Crotus Penn Asylum it would instead block random a generator when a generator is completed.
I verified this when the gen in main building was almost completed, and a different gen got completed. A gen in a short wall jungle gym got blocked by Deadlock and I went to check it, but the blocked gen was at zero progress. Deadlock was working incorrectly since it blocked a gen with zero progress instead of blocking the gen with the most progress on it.
