PC (STEAM) - updates take too long

Every time that an update shows up it says something like "3 minutes" till it ends, but that is just the download time. It almost takes an hour to complete and that is pretty bad when you want to play with your friends and discover it on last minute, sometimes making you give up and go to another game.
Normally the update downloads 2GB, and it is not a internet problem for me, as said... about 3 min, but that it "rewrites" (i don´t know what exactly it does) the whole game. there goes some screenshots i took:
1- downloading it
2- decompressing (?) it (applying update)
I would like to know if it is something you guys do, can fix, or is steam´s fault.
