Perk allocation / ranking system

So, I was browsing the forums and I had this idea where perk slots are unlocked based on your actual RANK not so much your character level - so for example

Ranks 20-19 You play with only one perk slot unlocked
18-15 - You play with 2 slots unlocked
14-11 - 3 slots unlocked

10-5 - 4 Slots unlocked
4-1 - BONUS slot - (5) slots unlocked

Now the slot unlock would be both for killer and survivor, means that possibly rank 20 v 20 games maybe more equal i.e. tier 3 claudette rank reset to 20 going up against a totally new killer- just easy money.

What are your thoughts?

    Just thought it may help from a balance perspective - and if you could only pick ONE perk in 20-19 what would you choose

    My though is pretty simple : Rank 20 and new players would have really hard time.

    Sure.
    As a new player, with soon to have 3 level 1 perk unlocked at level 1 with the arrival of 2.0.0, I would be very frustrated not to be able to equip them as I reach level 5-10, because I failed my first few matches. And even if you don't fail them and manage to miraculously pip as a beginner, you wouldn't be able to reach rank 18 with 2-3 rounds.

    I also don't think people should be punished with less mecanics because they're not as good as the game as some others. I think the ranks, however, should have some benefits, aka some bonus BPs during/at the end of the season and such.

    Bonuses DURING the season would be way superior tho, as it would prevent people not to rank up until the end of it and exploit the matchmaking weaknesses even more.

    I see what your point is and I think its very valid, I think that potentially and im thinking longer term, it'll slowly increase the skill of the players, and encourage people to try harder to get that awesome cheeky little pip.

    I think as you go up the levels, if you regress then the perk slow would re-lock so, no one would like have 5 perks, derank and play with all of them.

    The whole ranking up does need to see some benefits though, like bonus bloodpoints for hitting a certain rank (it would need to only be claimed once per month though)
