Winter Party Starter Bloodweb Bug?

I don't know if this is a bug, if I've just been weirdly unlucky, or if this is intended, but the past couple of days the Winter Party Starter has only shown up one spot on my bloodwebs and I've gone through at least a dozen on different survivors.
When the event first started I was getting 1-2 party starters in different places on the bloodweb.
