In what universe is Bubba "anti-loop"? Because it is not this universe.
Bubba has 1 power. The saw. That is literally his entire kit. It does nothing to a window and nothing to a stop a pallet at all. At BEST it can break the pallet, which is no different than kicking it.
Hell, you can pallet smack Bubba in the middle of a chainsaw sprint.

The whole counter to Bubba is to not greed pallets and just drop them. A la, do not loop.

The counter to Bubba is a window. You can 100% greed pallets against Bubba. Especially since his saw has the loudest audio cue in the game after Nemesis' tier up sound.
In either case, that is not "anti-loop". There is no punishment to the Survivor for going for a pallet stun against Bubba.
