Surge is bugged

So I just went against this Artist on Ormond and I was doing the main building gen. She downed a Claudette close to the gen while I was working on it and it got hit with Surge. Even though I was still working on the gen, the gen would still spark as if it was regressing, so when the Artist came over to kick it, they weren't able to because the game is acting as if the gen is already regressing even though I was still working on it after Surge activated.

Is anyone else experiencing this? I play on PC.
