Is there a reason why some killers didn't come with survivors?

Cenobite, ghostface and cannibal all didn't come alongside survivors in their chapters, even when there was a good opportunity to. For example: Kirsty, Sidney and Sally, all of who were the survivors of their respective horror movies. Could it possibly be due to licensing issues?

For ghostface they do not have the lisense to the movie character they have liscesnse to the mask. The character is original, they cannot use the movie characters.
