Unusable Hook on Badham IV

There is a possible hook spawn on Badham where a hook will spawn close to the hedge, with the hook facing the hedge. At this spawn, there is not enough space for the killer to hook a survivor, so the hook survivor prompt does not appear at all. This can be seen in the attached video. So far this is the only time I have seen this spawn occur.
While this is the only match where I have seen this spawn occur, I tried to hook survivors on this hook a total of 3 seperate times, and the prompt to hook the survivor never appeared.
