It's actually much less than that, don't forget CoH gives a bonus to every healing action, then halves its speed if you heal yourself without a medkit. So the healing speed would be 1 x 1.75 x 0.5 = 0.875 charges per second, allowing survivors to heal themselves in 18.3 seconds. The nerf barely changes anything
