PC - Overcome Slows Down Instead of Speed Up

Was playing Meg on Stream and using overcome, instead of getting a speed-up when hit it slowed me down a ton. It was on Cortus Penn Vs. Pyramid Head. The game before and after overcome worked as intended.
Have the Logs if you need them.
Also Clips from when it happened.

99.9% sure it's not "overcome" issue but a "get hit and not get a speedboost" issue

I assumed it was Overcome, simply because the perk and exhaustion happened.
