blockable hooks in RPD

with the recent hotfix patch, 2 hooks where added to the top of the library in the RPD map (which was to deal with survivors running up there to abuse pre-nerfed boil over)
the problem with these hooks is the killer can just stand on the stairs and survivors cannot walk past them making rescues impossible.
a simple change would be to remove these hooks and just make it so there is always a hook on the bottom floor of the library.

Pretty sure the staircase is wide enough to walk past them, otherwise, the plain old "wider stairs" would fix it. The hook up there is balancing wise quite nice.
