Allow report menu during a match

Sometimes you have a hacker and do not want to wait to the end of the match to report. Why should we wait when they could just hold the game hostage indefinitely? Most people DC because they don't want to have their time wasted. I suggest making it possible to report players by accessing the report function during a match (names and perks can be hidden in the case of reporting a killer).
