3 very simple changes how to make twins less clunky to play that can be done in a single update.
Victor's cool-down after downing Survivors with a Pounce is now 4 seconds (was 5 seconds).
Switching from Victor to Charlotte now takes 2 seconds (was 3 seconds).
Charlotte can now voluntarily recall Victor after 15 seconds (was 30 seconds).
Very simple fix for the twins.

So you just gave one of the most powerful killers in the game 3 very powerful buffs and removed all of the counterplay that killer has. Now what? That's it, just make one of the best killers better?

Wait what? That needs to be sarcasm right? If they are this powerful why do you never see them I play since shortly after they released and I only faced them once till I stopped playing surv and my wife that played only surv lately faced them and she was very excited because that was like the third time she faced them ever

🤷🏽♀️ They are pretty good though. All the hate comes from the survivor side from how good they are at slugging.

These aren't bad changes by a wide margin, but I'm not sure they really address what makes Twins feel so clunky right now. In addition to these, I'd also suggest that during Victor's post-down cooldown, you can swap to Charlotte at any time.
They want to avoid Victor chain-downing people, and I'm fully on board for that as a thing to avoid so survivors have breathing room and the killer has counterplay, but if you have to commit to the ludicrously long cooldown after downing someone with Victor, it paradoxically incentivises you to try and keep downing people with him since you've already committed all that time into him. If you could swap to Charlotte, you have more incentive to not go on a rampage with the little man.
(Also, the Twins are really good, BHVR weren't wrong when they declared them monsters at high MMR. If you know what you're doing with them, and that is a HUGE "if", they're genuinely an A-tier killer.)

A good killer is not determined by how easy they are to play. Twins are a very strong killer, but they're not an easy killer. You want easy play Bubba.

Twins are one of the best killers in the game. These kind of buffs (in the OP) will not likely happen. The developers explained this pretty well in the Q&A. Like it or not.
I think switching to Charlotte during cooldown would be a nice QOL change that does not make them more powerful. It leaves Victor completely vulnerable and reduces time to hook by a small margin. Maybe being able to snuff boons as Victor would be good, fair change for the Twins.
The five second cooldown is deserved. The thirty second recall is already generous and less time would result in faster snowballing, which is why they have the cooldowns they have.
Difficult to use.
