Why not make dying light base kit but in reverse where there's a ton of slowdown in the beginning but the more hooks a killer gets the faster the gens go and even boosts gen speed the closer the game gets to the end?

No way. No free built-in slowdown. Plus, killers could just slug to bypass the effects. And the trial is supposed to get harder for survivors as it progresses, not easier.
