PC - Location where survivor can't be picked up

Step 1: Booted game
Step 2: Play as killer in a public match. Selected killer was the Doctor.
Step 3: Put a survivor in the Dying State on the Coldwind Farms map. Specifically, inside the Torment Creek Silo.
Step 4: The survivor crawled into a corner below a vault-able window (pictured). There was a door on the left that was unbroken. No matter what direction I faced I could not pick up the survivor - only vault the window or break the door. Even after breaking the door I could not pick up the survivor, no matter what direction I faced.
