Why are was there only 2 hooks aviable for me on autohaven?

Survivors brought 4 purple increase distance between sacrifical hooks, and everytime i picked up a survivor it was only 2 hooks, which both was like on the other side of the map, so of course they didnt play on that side of the map lol, and i didnt bring any slug perks so that was kinda out of question.... first game ive seen this, maybe a bug?

    What perks did they have and did they bring a bunch of toolboxes? If they brought 4 of those purple offerings it was likely a sabo squad meaning the only hooks left were the ones far away that they knew you had no chance of getting to.

    It would have to be a sabo build because the minimum amount of hooks on the Autohaven maps (according to the wiki) is 6-8 hooks depending on which Autohaven map. Any less, they probably brought silent sabo builds. With the yellow add-on for no notifications and toolboxes. That is the only way with 4 offerings for it to even reach 2.
