Shroud of Binding not working?

Last match I used a Shroud of Binding. Killer did not use an offering. We played at Ormond.
However, I spawned in a corner of the map alone, right beside a gen. 2 of my buddies (we were playing in a 3 man SWF) spawned near the middle building, and apparently the last guy spawned in another random corner, from what we could gather. No one used any kind of offering to disrupt this so we were very confused as to why the Shroud of Binding didn't do what it was supposed to. We concluded the offering was bugged because we tried again and the same thing happened.
