Mangled - change effect?

Thought: Instead of what it does right now, Mangled could do two things instead:

1) Suppress healing speed bonus effects (such as from medkits and CoH)

2) Penalize self-healing by a significantly higher percentage (like 200% slower, not 20%).

    The first actually sounds pretty cool, the second suggestion just sounds silly.

    But I would like to try healing with self care a bit over a minute!

    Well, the thought of the second part is that it tries to force you to find someone else to help you. Otherwise you have to hide for a long time.
