No Way Out activating when no one was hooked

This is my 3 second video, but here no way out activated when no one was hooked yet, and the person that was downed got hooked after no way out activated https://youtu.be/oOn9IQsY1F0

This is a base function of the perk

    No Way Out lasts for 12 seconds base, and the time increases by 12 seconds for each unique survivor hooked, so it can last anywhere from 12 seconds at minimum to 60 seconds at maximum.

    yes no way out activates for 12 seconds even if you didn't have any hooks, that's how the perk works.
