He had the skin from the tome last year too (or was it 2020?) but yeah.
It's my understanding valve holds the license real tight and doesn't want them to charge for cosmetics/etc so everything released has to be free so like through events or tomes and it has to be approved by valve. I heard that secondhand so take that with a grain of salt.
Edit: would love more skins for him though, absolutely

To be fair, even with only two outfits (counting default and prestige as one outfit) and an Ugly Sweater he's probably more remembered than Jeff and Ash.
But yeah, absolutely would love to see more Bill content, personal most wanted outfits being his cameo design in Payday (first image), his original Beta Design (second image), and a fancy suit (no image and not based off anything, I just like the option of a fancy suit on survivors, it's why Ace is probably my favorite BHVR original survivor, dude looks dapper)

Nothing wrong with that, add them to a tome and give them away, if he is one of the least played survs it's not going to hurt the bottom line to give him free outfits.
