Festive toolbox can not repair on haddonfield

I took a festive toolbox from the Chinese new year event earlier this year and the prompt for toolbox repair did not even appear. Other toolboxes worked correctly though. I was playing on Xbox one. Has anyone else experienced this glitch?

I have also experienced this on Xbox One.
As seen in the clip below, I was playing on Haddonfield, with a common toolbox, without addons, and did not receieve a prompt to Repair With Tool Kit. (Also shown) After dropping the item and picking it back up, the prompt started to appear again.
