Decisive Strike failing when having the wiggle as skill checks

This is on PC a friend of mine used Decisive Strike while in a locker and he hit the skill check for Decisive Strike but it skipped it and went into the wiggle skill checks instead. I will put a Twitch clip here you can slow it down and see the skill check thread skip the success zone and go into the wiggle skill checks instead.
