PS4 - Commodious Toolbox & Brand New Parts not working

Example
Step 1 : Equipped Commodious Toolbox (aka green toolbox with 32 charges) with spool add-on and Brand New Parts.
Step 2 : Loaded into the new Haddonfield
Step 3 : Can't install Brand New Parts or repair using toolbox. Initially thought the issue was only with BNP but later on realised the issue is with the toolbox
