Seems I've reach the limit to block people. Didnt know devs go to such lengths so that killers have there way. Look in forums and found that the reason was that killers complain of not finding a game so they decided to limit blocking. Why are devs going to such lengths to help killers?

Blocking players doesn’t prevent you from being matches with them again at all. Blocking only limits their way to contact you (meaning they can’t send you friend invites in-game anymore when you blocked them)
blocking as you describe it wouldn’t be feasible as players would abuse such a system and it would make matchmaking even more complicated
