Infinite Loading Bug

Is anyone having an issue with infinite loading screens? The game won't even crash, it'll just continue to load for well over 10 minutes. I've had to force quit on PC. I have friends I play with that have had the same issue on both XBOX and PS4. This occurs 2-4 times a day.

I also sometimes lose my items/add-ons and offerings. I just force quit 5 minutes ago and I didn't lose my item, but I lost my Petrified Oak offering.
