Some killer perks only need a shorter cooldown to be pretty good

When i'm thinking of shorter cooldowns, i'm talking about Oppression/ Dragon's Grip/ Trail of Torment/ Thrilling Tremors (Thrilling could be at Tinkerer/ BBQ level of good with a shorter cooldown; what clearly isn't the case right now). All those perks could be great if the cooldown was closer to 40 seconds (for example). The same could be said for Blood Echo... but i think, here, that the cooldown could even be removed (since the other restrictions from the perk are already important to not give the killer free value; in my opinion).
