Dissolution just doesn't work

Sometimes it does, half the time it doesn't. I thought I was going crazy but I even made sure the perk was active and let the survivor vault. I'm pretty sure it's because it's based off you're terror radius which is actually pretty dumb if you think about it, because the killer the perk came with gets undetectable.
