Clowns bottles should apply exhaustion by default
Clown is very underwhelming and its honestly sad that his slowdown can be nulled by pressing E to get to the pallet/vault or lithing/BL away from the loop. If anti loop is his entire power, he should be the best at it.
Probably wont make him less terrible and the effect isn't really that strong, but it would be better than what he's dealing with right now.
Also the fact that exhaustion perks can even be used when you're inhaling bleach, chloroform, muscle relaxants, etc. doesn't make sense logically.
Buff my boy, please.

Ehhhh idk, then what would be the point of a perk like blood echo existing? Trust me i agree he needs a buff but not in that way

....... Perks are for every character. Some are much better on some killers than others. It'd just make blood echo suboptimal for clown (it already is).

Plague negates healing with her power and makes a lot of healing perks, on both sides, almost useless

Here's the issue with using Blood Echo to counter DH that people are overlooking.
1. It's going to require running a build that discourages survivors from healing. Only 2 killers have this ability passively! Plague and Legion because survivor's don't heal against these killers.
2. To get any value out of Blood Echo, the killer needs to end chases quickly and traverse the map very quickly. Only 2 killers excel at this. Nurse and Blight!

Clown’s main strength is his chase. Giving him more chase potential isn’t the way to go and doing that by restricting survivors options more than he already does isn’t any better. What we should do is make the antidote a better option and encourage clown players to make use of it

I think he should have the generators rigged. In his lore, he set up traps for his victims. Make it so at 25% progress survivors get the clown haze. at 50% they become deafened, and at 75% they are affected by his bottles' powers constantly.

They've gone out of their way to change add-ons that mess with Exhaustion in any way for like two years now.

Yeah they're extremely protective over exhaustion perks for some reason. The fact that blood echo, a pretty garbage perk, even has a cooldown speaks volumes.
That's why I'm not holding out hope for an actually substantial DH nerf this summer.

Not by default, but a rare add-on (or higher) requiring a direct hit would be fine.

Except for artist and dredge both having exhaustion addons. While clown, a much weaker killer than either of them had his stripped from him.

I can see a fan of Pinky Belly being a tad bitter yes. I can also tell you the sad sad tale of the 3712 changes/nerfs to my poor Piggy over the years.
