Charred Wedding Photograph Not Appearing in Bloodweb

Trying to get the Charred Wedding Photograph Offering, but it never appears in my bloodweb. I've completed at least 40 bloodweb levels, but not a single of that offering has been visible, while other offerings are fairly common.
