Tweak Vigil
Perhaps Vigil could be tweaked so that you also recover Exhaustion while running? It might be a good tradeoff since the survivor will have one less perk slot.
In addition, I'd still like to see Open-Handed increase the range of Vigil, Leader, Streetwise, etc.

For the first one I think might be too abusable if made like that

still, there is a good reason why they removed the ability to get 2 (or more) SBs during one chase, and that is because it was very, veery broken.
if your change for vigil would come through, this would instantly get new meta for every toxic player out there, as they would take the killer to a journey of infinite loops, while also sprinting away from them every 40 seconds, allowing them to keep their looping streak up by never having to enter an unsave location even once.
(Edit: the new meta i could easily think of: Sprintburst, Selfcare, Vigil, Decisive Strike)i totally agree on @Wolf74 here. during a chase this would be extremely broken.
there has to be downsides, e.g. 50% slower recovering, meaning that SB would take 60 seconds instead of 40 seconds.0 -

Its not even Ok while running because its very easy to break from a chase with certain characters like Wraith when he is Invisible, Myers in Tiers 1-2. Maps like Lery's Memorial or The Game are extremily easy to gain enough distance from the killer to brake the chase.
If you combine vigil + any exhaustion perk you'll get the second perk every 32 seconds if you have both at lvl 3. You'll get them in 64 seconds if you start running from the very beginning of the use of the perk to the very end, not counting the reductions you'll get when you wait standing still for a killer to brake a pallet or after a juke, that would make It almost 50secs.
This means that you could have an exhaustion perk every 62 seconds in worst chase scenario. Its not hard to loop a killer for 1 min. So no, leave vigil as It is, you already get an exhaustion perk back every 32 secs, thats more that enough, specially with Sprint Burst.
And about Open-Handed... Yh it would be a nice touch since its kind of useless right now. It only works with maps, keys and Bond.1 -

It's... certainly interesting, while yeah, gives you a reason to bring Vigil, pretty sure they removed the ability to recover exhaustion over time. If this update goes in, expect Vigil to be the new meta.

basic exhaustion recovery is 40 seconds.i really dont know where you take these 80 seconds from...

i'm ok with a buff but not for recovery in chase.
Increase max to 25% instead of 20% he make every exhausted perks recover every 30s.

I would love this change,make this perk usable again since now it is bottom tier.

Vigil should recover at -50% speed of Exhaustion and unlocks the ability to recover from it while running.
