Block function does not work (PS4)

Previously, when I block someone, there is the option "Unblock" when I click on their name. But now, when I click "Block", the option is still "Block".
I got to know this function is not blocking player to be paired with me in matchmaking, but it helped me dodge the lobby if I "Blocked" someone in the past. Please fix it!
