A Simple Way To Bring Back Legacy
The Legacy skins were created before the first bloodpoint/bloodweb nerf way back when the game first started. A lot of original people might still have them but lost them throughout the years due to many various reasons. BHVR always said there was no way to check/verify/grant the legacy back to those that are missing them. However one of the main reasons why they said they couldn't bring it back was because it was a show of who played/grinded the hardest when it was at it's worse.
With the new prestige system coming into place, and only up to 9 currently granting rewards. Why not make legacy/glowing cosmetics for the characters and grant them through this new system. Have them at be at Prestige 18/19/20 or something like that, and it came be the best of both worlds. One of the coolest cosmetics come back, but doesn't devalue them since you have to level/grind for just one piece, and gives something to grind for past Prestige 9.
A lot of the original people who had the Legacy skins no longer have them, and more than not if you see people with the skins most of the time they hacked them in or got them through others means. So why not bring them back, and give us the best of both worlds.
