When will devs release the contest of artwork or decoration?

Im not sure but i think its been 2 years they didn't release the contest of artwork and decoration
Why?
Because im a bit confused of why they release cosmetic contest every year and not releasing artwork and decoration contest as well?
Any idea or am i absent after all this time?
