Make Nurse a (tiny) bit more bearable.
It isn't a secret that Nurse is the most powerful Killer in the game. Being able to completely ignore pallets, walls, floors is by far the most powerful (and broken) ability in the entire game. BHVR already said they will never remove a Killer entirely, but also acknowledged that Nurse is a big problem for perk balance, and for good reasons! But this discussion isn't about gutting Nurse nor making Survivors stomp her: there need to be a balance.
So how could we make Nurse a bit more bearable?
Nurse is also really strong because her Power is allowing all kinds of synergies with a lot of perks that feels dirty to have on such a mobiile and unpredictable Killer. Most common examples would be being able to use No One Escapes Death or the new Jolt, but also perks like Save The Best For Last, Sloppy Butcher, et cætera... As a Survivor, these always feels dirty and undeserved: how are you supposed to counter a Nurse that has her power count as a Basic Attack? And on the other hand, how to make Nurse players still able to use these perks regardless? Think about this: how is Blight, being also very mobile but who has to play around loops and walls, therefore being a bit less threatening than Nurse, able to use his Power and counting it as a Special Attack, while Nurse, blinking through literal walls and pallets, counts as a Basic Attack?
Nurse is, as said multiple times before, the most powerful Killer just due to her Blink allowing her to shutdown almost everything. Does she really need to be able to proc Jolt, NOED, Sloppy... everytime she hits someone, regardless of how she does so? And with the new patch incoming, buffing Killer's action time, successful hit cooldown... she becomes even more of a threat than ever. But Nurses also relies a lot on their teleportations in order to hit, being slower than Survivors.
The solution would be to count the first teleport attack as a Basic Attack, and the second teleport attack as a Special Attack. As said, Nurse relies a ton on her teleportation, due to her being slower than Survivors. Punishing any teleport attack into a Special Attack feels too punishing and makes her unable to use some perks, but on the other hand, her being the most threatening Killer of all, she needs some slowing down to her spree. A Basic Attack on one Blink is a fair trade, as it gives a way for Survivors to avoid it: running around walls and corners, which are highly present on every maps, makes their next move harder to read for a Nurse, therefore it isn't rare for her to Blink once, then a second time to hit. A Basic Attack on first hit will reward skilled Nurse plays (and also hits out in the open, but we can't have everything in life do we?), while still making her able to use their second Blink to catch up and hit a Survivor without activating Sloppy Butcher or a NOED out of nowhere.
This feels the safest and fairest trade for her: it is no secret she needs a nerf, but completely gutting her power will feel like a betrayal for the players that spent hundreds of hours mastering her power and using her efficiently. This Basic Attack / Special Attack change will not change the way you use her, reward skillful reads on loops and feel more fair for Survivors for any Nurse that decides to use NOED to catch up in the end if they (somehow) struggled. This gives Survivors somewhat of a counterplay to her oppressive synergies with some perks without destroying Nurse's power.
(And remove faster Blink with the Heavy Panting and Kavanagh's Last breath add-ons, this is complete BS.)

Assuming that this is only nerf about Nurse, it is very insufficient, but at least it can be considered as 'immediate bandage'. Unlike other killers, Nurse has very little dependence on perk, so breaking the balance between killers.
