Unable to equip cosmetics--PC

I've noticed on my characters that have more than one page of cosmetics, the bottom right 6 slots are always unable to be equipped. Hovering the mouse over the cosmetics in those slots will not change the UI and clicking them. This is incredibly frustrating as I just spent money on new cosmetics and I am unable to equip some of them.
