Do you get prestige 15 max?

So i was wondering what the sentence means:

"This means if your character was prestige 3 before the update, they are guaranteed to be prestige 9 after the update, granting all the new rewards immediately. The catch-up mechanic will be limited to prestige 9, however, even if the calculated bonus would exceed this."

Is 9 max now, even if you are prestige 3 and full perked?

    That does seem to be the case from their wording yes - if you're P3, and therefore now P9 from the catch up, you won't get any additional levels from perk tiers.
