Remove crouching under a hook to stop the killer hooking the survivor they are carrying
If killers can't stand in front of the hook to deny the survivors the unhook why can survivors deny killers their hook by doing it. The hook should be accessible from all directions for both sides.

Just FYI if you hit the survivor in front of the hook they lose collision and you can move in to make the hook. Most of the time if you do it right you've gotten a free hit on the block and still gotten the hook anyway.

And by the time you have hit the couple survivors doing this you eat the stun and they all escape.

Run mad grit and this won't be an issue

That, sir, is time that no one are on gens if you're close to a hook and the whole squad comes on in. That's interaction and no progress being done. Now if you were trying to get to a far hook and one person came to ruin your attempt then that's on you if there was a closer one you said no to.

this is called teamplay. punishing teamplay in a teamplay oriented game is not the way to go
also mad grit, agitation, starstruck and iron grasp exist
also as a killer if you play it right you can actually get free hits
also if an entire team is blocking the hook they are not doing gens
also even is you drop the survivor you got hits on survivors so now they have to heal + getting chased
also you can drop the survivor shortly after picking them up to hunt down the bodyblockers
also on some maps it is the hook placements fault and not because of bodyblocking
also "it makes no sense" does not make it a bad gameplay mechanic
also camping is unfun and should be punished more so that is imo not a good argument

Survivor cant deny an hook. They can delay a hook. Totally different scenario as survivor pay a cost (getting a hit) while killers dont pay anything for blocking a hook.

If you're talking about literally blocking the hook then only one can actually do it. After you hit the first you can immediately move in to hook position from there.
