Usually the first successful skill check would gain progress on the gen but the second one doesn't.

    Networking related issue, happens because of desync of the skill check. You hit in your client but the server thinks the skill check wasn't hit because it thinks the needle was in a different position, this happens way more frequently if you are on a high ping.
