If i have prestiged my characters to lvl 1, will i get the perks i hv lost?

Or will they simply be upgraded to prestige 3 with only the 3 teachable perks unlocked

    Your characters will have all the perks you have unlocked through them and the other characters, the tiers depend on the prestige of the characters.
