i get the same with p3 lvl 1 character as with p3 max #########...

First hit it the face: awful reward for P3ing before Update
Second hit: even the many Tier 3 Perks doesn't count for pre-update P3 Characters.

I for one am happy that new players dont have to struggle like I did.
