I'm still able to purchase perks in my bloodweb with BP, is this intentional or...

Yes, there are general perks that are still purchasable...plus other Perk levels from the former teachables.

Yes, it's entirely intentional. If you only own the tier 1/2 varients of perks, you are able to purchase the tier 3 varients, and any generic perks (ie. Inner Healing, Resilience, Fearmonger, Sloppy Butcher) will also need to be purchased from tier 1 upwards.
