As far as we know, they are available permanently until BHVR say otherwise. They have not provided any end-date.

There is no known end date for these cosmetics.
it’s likely they are tied to a licensing contract just like licensed chapters etc and they need to be renewed periodically, so maybe it could some day stop just like Stranger Things - but that wouldn’t be known now.
