Make Leatherface's charge/cooldown bar function like Legion's?

Would it be overpowering, or possibly underpowering to have Leatherface's chainsaw attack to function like Legion's. So, Leatherface would still charge the chainsaw as usual, but once he entered his accelerating sprint, he could continue until his power bar ran out. So, without addons have the chainsaw attack last 6 seconds starting at 85% movement speed, accelerating to 115% movement speed over 3 seconds, then sustain 115% for 3 more seconds. Keep his cooldown the same, ~2 seconds, but wait for the cooldown to finish before regenerating power. Allow him to reuse his power after 3 seconds of the power bar recharged. If Leatherface bumps into something his tantrum would last 4 seconds, but his power bar would start recharging immediately.

I feel like the longer duration would allow Leatherface to leave the basement, and give him some real opportunities to catch survivors with the chainsaw in a chase, without allowing the ability to be abused. As it is, Leatherface is the hardest hitting killer in the game, so it'd be easy to let him become over-powered. But we all know he's far from overpowered, currently. There are lots of matches where his power simply isn't used.

As a side note, originally I had the idea of him receiving tokens that increase his movement speed during his chainsaw sprint, which he would earn whenever he misses someone with the chainsaw, during a chase. The tokens would be lost whenever he successfully downed someone. That way, using his power could pay off later, but it seemed too much like the "play with your food" perk.
